Both Comcast and DISH are trying to bring live TV wherever you go. Comcast is close to but has not reached this mark yet except NBC channels that you can actually take on the go. Comcast customers have an option of download to either an iPhone or iPad but this does not work out side of the home. As an employee of DISH I have some insight on how this work with DISH. DISH subscribers have to have a Sling adapter connected to a 722 receiver and download are free app. This app is called DISH remote access and work on Smartphone, Laptop, and a Tablet. DISH remote access will also allow you to watch what you have recorded on your DVR and set your recordings just like at home. If you need more information about this go to the DISH website.
